Anchal - The Visionary !
Mr Sanjeev Sheel was born and brought up in the middle class Hindu family of Shadhara. He did his basic schooling from Government School and graduation from Jamia Milia Islamia in 1988. During his field work he come across mentally challenged children and that turned his life as he decided to dedicate his life for the cause of Mentally Challenged children. In order to enhance his academic skills, he took admission in Delhi University and finished his Masters of Social Work in 1990.

To get first hand experience of the issues Mr. Sheel joined Psychiatrics department of All India Institute of Medical Science in1990 and was there till 1993. Here he was attached with Drug de addiction study and rehabilitation in Delhi. That was the time when he thought of doing some thing which could give him more satisfaction and meaningful involvement. With this urge he established ANCHAL Research and Rehabilitation Centre dedicated for the cause of mentally challenged children in 1994 with a vision that “ the future of any society depends on the future of its children. In a society based on sustainable development, the needs of a child should get the top priority. To care and protect every child irrespective of his ability or disability is the common responsibility of every civilized society”.

Since the inception of Anchal, Mr Sheel has provided his valuable guidance and support to around 2250 families having children with special needs. For almost three years he mobilized local community in Trans-Yamuna area to run the Anchal rehabilitation centre. The breakthrough came when a local donor agency CRY (Child Rights and You) started supporting activities of ANCHAL.

With his experience he adopted a model that viewed the child as an integral part of family and community at large and could not be treated in isolation. Thus the direct and active involvement of the family members of these children is the main strength of Anchal projects. With this he gave thrust on holistic approach that includes developmental and rehabilitative services to mentally challenged children. Another turning point was in the year 2002 when the focus of ANCHAL shifted to ‘Rights Mode’. Since, the organization has done lots of efforts to fight for the rights of disabled children.

The infamous issue of death of children in Asha Kiran, State run Home, at Rohini, New Delhi was one of the outcome of ANCHAL’s advocacy that shook the entire NCR. In the same line he was instrumental in forcing IBHAS (Institute of Human Behaviour and Allied Sciences- IHBAS) for timely issue of IQ certificates for mentally challenged children. He is also known in the target area for his inclusive education effort in the public schools.

Gradually as per the need of the East Delhi localities Anchal under his guidance adopted HIV/AIDS, Women Empowerment, Child Health and education with special focus to girl child as key to their intervention strategies.

His major achievements include advocating for education and shelter rights for differently able population. Being a known person in his field he is invited and has participated in various consultations organized nationwide. Presently he is also working as the convenor of Bal Adhikar Munch-BAA a forum of around 40 NGOs a national network working on child right issues.
